General Policies & Strategies
for the Manufacturing Industries sector during the
period 2002-2007:-
In
accordance to terms of reference to Ministry of Industry
as stated in the Publican Resolution No. (12) for the
year 2001. And also in line with the programs of the
second terms of the President of the Republic and the
executive programs of the economic strategy and in
confrontation to the challenges facing manufacturing
industry of the present globalization era;
The following policies are being
adopted for the manufacturing sector:-
-
To
increase the growth rate in the manufacturing
industry range of %15 targeting % 85 at the end of
the period.
-
To
increase the contribution of the manufacturing
sector in GDP to %15 annually.
-
To
increase the contribution of industry in the
manufacturing sector exports by % 15 annually.
-
To
give first priority to the development of the
manufacturing sector in the context of the ‘economic
national program’ in order to maximize value added
for the national products and to avail employment
opportunities, transfer of technology.
-
To
encourage foreign industry investment that assist in
operating idle capacities and establishment of new
industries and project that benefits from the
comparative advantages.
-
Providing required funds to operate and rehabilitate
industry and transfer and resettlement of modern
technology following flexible financing conditions
and financing funds,…etc.
-
To
reduce and cancel custom duties and other taxes
imposed upon the industrial sector in order to
increase its comparativeness and also to encourage
industrialist to prepare themselves to the regional
and international economic challenges such as COMESA,
Arab Free Zones, WTO, ..etc
-
To
apply for rtes for electricity similar to other
countries and to cancel all fees exerted on furnish
being one of the inputs.
-
To avail the requirements of the industrial sector
from other services such as water, communication,
roads, …etc.
-
Giving first priority to solve the problem of
textile sector through reasonable prices of cotton,
canceling the value added, …etc.
-
Encourage technology transfer in the industrial
sector through the establishment of specialize
centers in cooperation with the international,
regional and national organizations.
-
To
give a great necessity to the ‘total quality
management’ and to develop the capabilities of
industrial establishments to follow up the total
quality management measures and standards.
-
Development of human resources of the industrial
sector and the implementation of the training
programs and the utilization of technical assistance
from international, regional and national
organizations.
-
To
develop industrial exports through the introduction
of new products of high competitive values.
-
To
develop and encourage intermediate feeding and
accessory industry such as packing and spare parts
…etc.
-
Development of small scale and rural industries and
its resettlement in different States by availing
finance, technology transfer, training and
establishment of new Industrial Estates.
-
Availing employment opportunities through the
establishment of new industries and the operation of
idle capacities ,..etc.
-
Distribution of industrial enterprises to different
states through the application of addition different
incentives, tax holidays and through making use of
available resources and environmental and economic
circumstances in each State.
-
Improvement of industrial zones in cooperation of
the concerned States and through the utilization of
collected revenues from the industrial
establishments in order to improve the working
climate and to develop services and infrastructure.
-
Continuation of the tax reform policy and
cancellation or reduction of business profit on the
five selected industrial products.
-
Taking the industrial national prices as an
indicator when fixing the prices for of industrial
inputs.
-
Endorsement of the audited budget as the bases for
tax estimates.
-
Taking in the national prices as an indicator when
fixing the prices of industrial inputs.

The implementation of the resolution of the Counsel
of Ministers with regard to institutional purchases
as long as quality and the yardstick.
-
The issuance of the anti dumping law to encourage
bilateral, international and regional cooperation in
order to develop manufacturing industry.
Strategy Of Manufacturing Industries Sector for the
period ( 2007-2030):-
Introduction:-
Industrial sector is considered as one of the important
locomotives for economic and social development in any
country. In that context its development requires
strategy that takes into consideration coordination and
linkages with other sectors of the economy such as
agriculture, energy, technology, trade and human
resources strategies…etc.
It is
worth mentioning that the industrial sector represents
cornerstone in any comprehensive development, because of
the high value added for that it can realize in
processing the raw materials that are produce by the
other sectors. And moreover the employment opportunities
that it can avail. It also contribute for the
comprehensiveness of national production in local,
regional and international markets in this upcoming
globalization era and there is no doubt that industry
has an important role in encouraging production and
availing the opportunities for resettlement, security
and for the any civilized community.
Industrialization always reflects signs of development
, higher standards of living such as industrial strategy
that takes into consideration all these points and
concentrates on the necessity to realize comprehensive
industrial development that helps to transform the
agricultural economy into strong industrial economy that
maximize the value added, , the agricultural and animal
products of the country.

and assembly (televisions,
refrigerators, etc…)

Industrializing industries such
as (machines and equipments, spare parts,…etc)

Feeding engineering and chemical
industries which provide products that considered as
principal base to the developed industries.
Program for the next ten years:-
The program is focusing on:-
1.
High capacity industries that
benefits on the economies of scale.
2.
Manufacturing of machinery and
equipments.
3.
Bio technology projects
4.
Giant and nuclear energies
Program for the Last five
years:-
Encouragement of giant industries (
ships, airplane, rockets, satellite,…etc)
Objectives of the five years
strategy in the manufacturing sector:-
1.
To raise the contribution of the
manufacturing industries in GMD , export and in
Government revenue and GNP
2.
To raise productivity and
competitiveness in the national industrial values in
order to realize high capacity utilization and to
operate idle capacities.
3.
To target self sufficiency in
consumption and food industries through exploiting
domestic resources and efficiency linkages with
agricultural sector and other sectors such as
technology, energy, trade and services.
4.
To follow market oriented
policies in production being an important tool in
industrial and economical development. And adopting
policies and programs to encourage exports in order to
incorporate in the international market.
5.
To apply the requirements of
total quality management and the standards
specifications.
6.
The application of environment
friendly measures in the industrial sector and anti
industrial pollution legislations:-

regulations governing industrial pollutants

Dissemination of
information on industrial security and safety in the
industrial enterprises.

Transfer and resettle of
technologies for the use of national industries.

Utilization of appropriate
technologies that suit Sudan conditions.

Dissemination of
environmental awareness.
§
Planning and adoption of
environmental regulations and projects that lead to
obtain of the ISO 14000 .

The introduction of
technologies that assist in purchase products and
recycling and the treatments of industrial waste.
7.
Establishment and development of
industrial zones and communities and the basic
infrastructure and provide services.
8.
Provision of facilities and
incentives and patronage for national industrial
development and its protection from unfair competition
and preparation for the entrance to the international
and regional markets.
9.
To facilitate in obtainment of
industrial financing for the different manufacturing
sub-sectors through and regional institutions and
creation of special organizations for financing
industry.
10.
Human resources development in
all disciplines to meat the requirements of industry in
the following measures:-

building to adapt the new economic changes in the world
by strengthening administrative and technical means.

To cope with the changing
working relations and procedures as a result of supply
new technologies.

Set up mechanisms for
completion and for coordination to strengthening
capabilities in technology management

management procedures, production and productivity as
the different levels of the manufacturing sub -sectors

Development of human
resources through strengthening capabilities and skills
to meat present and future requirement through the
exchange of experience and technologies resettlement.

Exchange of experience in
human resources development with friendly countries and
international and regional organizations.

Creation of a media base of micro
and artisan manufacturing activities in order to realize
development in the States and the national level by
exploring resources, creating employment opportunities
and income generation activities.

the development of micro and artisan manufacturing

Encouragement of private sector
investment and technical and technological education.

Encourage transfer of modern
technologies in the area of micro and artisan
manufacturing activities.

The development of micro
enterprises and the technologies applied in order to
strengthening their competencies at the regional and
international levels.

Upgrading technical designing
capabilities and standards specifications in micro and
artisan manufacturing activities.

Linking micro and artisan
manufacturing activities sector with universities and
applied research institutions at the national levels and
also with relevant regional and international
organizations.

Establishment of micro and
artisan manufacturing clusters to encourage competency
and marketing and to link them with SMEs which they
feed.

Encourage establishment of heavy
industries and industrialize industry to transfer and
resettle this technologies in Sudan.
13.
Introduction of brain power
industries which are link to information technologies
i.e. (software and hardware).
14.
Adaptability to development of
technology and informatics in the industrial sector and
strengthening networking in the information services and
link with regional and international networks.
15.
Issuance of intellectual property
regulations, patents and applied scientific research for
the industrial sector.
16.
Development of internal relations
in the area of industry to transfer experience and
technologies and to mobilize technical assistance
through the consolidate development and support to
regional alliances and initiatives such as the alliance
for the industrialization in Africa, NEPAD, etc… and
encouragement of bilateral and multilateral relations
with friendly countries.
