Small Scale Industries:-

Definition:-

Small Scale Industries represent a very important and most effective sector in manufacturing industry in the country. It has been defined all the time within the concept of vocational and artisanal and manufacturing of house requirements thereby giving less attention to the Small Scale Industries which use mechanical and technical means in their production.

The Ministry of Industry adopted the definition by to the Small Scale Industries which defined it as those industries that employ less than 10 labors.

Small Scale Industries Department is one of the Units which related to the General Administration of Industrial Development. It established in the year 1988. It's principal role  is to oversee the development of this sector in all over the country.

It's technical Department which provides technical assistance and support to productive artisans and produce quality of production in cooperation with R & D Centers such as Food Research Center, Industrial Research and Consultancy Center.

 
Responsibilities of the Department of Small Scale Industries:-

1. Executing the Government policies concerning the encouraging, development and supporting Small Industries.
2. Organizing the Small Scale Industries sector and that is through preparing the scientific studies and supervising the execution of regulations and legislations to develop small industries.
3. Preparing technical and regional studies to determine the possibility of promoting different Small Industries and organizing specific promotion program plans including the rural and traditional programs.
4. Prepare diagnostic studies to get acquainted with all problems facing the development of Small Industries and suggesting the suitable regulations.
5. Giving great attention to support Small Industries and organizing programs to develop them.
6. Helping Small Investors  by providing technical and consultancy information and solve problems facing them.
7. cooperation and coordination with other States by giving them all the necessary assistance to promote Small Scale Industries.
8. Providing information and statistics about Small Industries and create cooperation and coordination relations with other vocational and Artisans Associations.
9. Transfer knowledge and technology all over the country.

Strategy for developing Small Industries:-

In accordance with to accelerate growth of the industrial sector, small industries are witnessing quick growth represented by the increasing number of small establishments with the wide geographical distribution all over the country. They have principal role share in the national growth and provide many employment opportunities to the people.

To promote this sector and to provide healthy environment for its development, Ministry of Industry has included this sector as one of the most important sectors in it's future strategies

The strategy for developing small scale industries can be classified as follows:- 

First type:-

Represents locomotive and strategic industry having high value added ; forward and backward linkages with other economic sectors; competitive industries in the international market and satisfy local needs in addition to engineering and military industries. This type of industry have direct impact on social, economic and cultural life of the population.   

Second Type:-

Aims at developing the wide base of Small Scale Industries and supporting them with planning, echnical managerial and financial services which assist in their development and takeoff.

Small Scale Industries are consider to be social low cost tool to relive poverty and create employment opportunities, mobilize and strengthening social capabilities.

Third Type: Development of Human Resources:-

Development of Small Scale Industries also encompasses training and qualification of local cadres to strengthening their technical capabilities through  the arrangement of specialize training programs to improve engineering designing Programs, application of standards norms. Improvement of products , in this context the training programs implemented at  the Leather technology Center of IRCC affected the considerable development in production and productivity and efficiency.

Third Type: Establishment of Industrial Clusters:-

Is still anew concept in Sudan, these clusters have the privileges of quick development and expansion and capability to strengthen local experiences and assist in stabilizing industries in their appropriate locations.

In addition they realize of the following:-

-         Enhancement of Industrialization

-         Availability of Employment Opportunities 

-         Utilization of Local raw materials and local inputs

-          Realizing balanced Development all over the country.

-         To implement all these objectives Ministry of Industry in cooperation with Arab Organization of Industrial Development have agreed to prepare co projects aiming to establish five industrial clusters in different States of the country.

Fifth Type: Encouraging private sector culture:-

Lately the Government has adopted the policy of to encourage the productive sector to take its leading role in industrial development in general and in Small Scale Industries in particular.

One of the important projects the Government has implement in this context is the establishment of an Entrepreneurship Development Unit project in cooperation with UNIDO. The aim of this project is to train young entrepreneurs men women to take the leading in developing this sector.
